Description: The Idaho Transportation Department's (ITD) Roads and Highways Road Network Linear Referencing System (LRS) HPMS ownership event polyline feature class represents the legal owner of each roadway segment in the HPMS inventory. Ownership defines which governmental or organizational entity holds jurisdictional title to the roadway right-of-way or facility. Ownership may differ from the entity responsible for maintenance or operation. For example, a roadway may be owned by the state but maintained by a county or local agency under agreement. When more than one entity has ownership interest, the code reflects the entity holding the primary title. This dataset supports jurisdictional classification, funding eligibility, and federal reporting and is updated annually as part of ITD’s Highway Performance Monitoring System (HPMS) submittal to the Federal Highway Administration (FHWA).
