This dataset contains the Roads and Highways Road Network Linear Referencing System (LRS) HPMS ownership event polyline feature class which identifies the level of government or organization that owns Idaho’s public roadway segments as reported through the Highway Performance Monitoring System (HPMS). Ownership represents the entity holding legal title to the roadway facility, regardless of who maintains or operates it.
<DIV STYLE="text-align:Left;"><DIV><DIV><P><SPAN>The Idaho Transportation Department's (ITD) Roads and Highways Road Network Linear Referencing System (LRS) HPMS ownership event polyline feature class represents the legal owner of each roadway segment in the HPMS inventory. Ownership defines which governmental or organizational entity holds jurisdictional title to the roadway right-of-way or facility. </SPAN></P><P><SPAN>Ownership may differ from the entity responsible for maintenance or operation. For example, a roadway may be owned by the state but maintained by a county or local agency under agreement. When more than one entity has ownership interest, the code reflects the entity holding the primary title. </SPAN></P><P><SPAN>This dataset supports jurisdictional classification, funding eligibility, and federal reporting and is updated annually as part of ITD’s Highway Performance Monitoring System (HPMS) submittal to the Federal Highway Administration (FHWA).</SPAN></P></DIV></DIV></DIV>

The Idaho Transportation Department (ITD) implemented ArcGIS Roads and Highways in 2018, which is a Linear Referencing System (LRS) that manages road and highway data. It uses a data model with feature classes for routes, centerlines, and events to store and maintain roadway information, enabling accurate location management and analysis.
The Idaho Transportation Department (ITD) first implemented a Linear Referencing System (LRS) for managing road data in the 1970s, which was a mainframe-based system called the Milepoint and Coded Segment System (MACS System). In 2012, the LRS was migrated off the mainframe to Network Manager (NetMan). And finally in 2018, the LRS migrated to ArcGIS Roads and Highways. Editing stopped in NetMan in early 2017 for the migration to Roads and Highways, which is why the earliest "From Dates" on the data layers is 02/07/2017.
