Description: The Idaho Transportation Department's (ITD) Roads and Highways Road Network Linear Referencing System (LRS) Metropolitan Planning Organization (MPO) limits event polyline feature class is a linear representation of the MPO polygon layer. This layer is used within external applications that summarize data based on MPO boundaries but cannot utilize a polygon geometry, therefore utilize the linear features. An MPO is a transportation policy-making and planning body with representatives of local, state, and federal government and transportation authorities. MPOs ensure that transportation planning in urban areas is developed cooperatively and guided by local and public input. MPOs work to balance the planning needs of local communities with the need for statewide connectivity, putting some of the planning process back in the hands of the locals. Any area with 50,000+ population must have an MPO, Idaho currently has six: Kootenai MPO in Coeur d'Alene, Lewis-Clark Valley MPO in Lewiston (Asotin, WA), Community Planning Association of Southwest Idaho in Meridian, Magic Valley MPO in Twin Falls, Bannock Transportation Planning Organization in Pocatello, and Bonneville MPO in Idaho Falls. MPOs receive funding through federal, state, and local sources for their operation. Federal transportation funds are channeled through state departments of transportation to the MPOs, but state and local government entities may also support MPO planning activities with matching grants, employee salaries and benefits, contract oversight, information technology services, and more.
