Description: The Idaho Transportation Department's (ITD) Roads and Highways Road Network Linear Referencing System (LRS) HPMS TOPS event polyline feature class defines the spatial and administrative characteristics of roadway sections selected as part of Idaho’s HPMS sample panel. Each record represents a specific roadway segment used for collecting detailed pavement, traffic, and geometric data for federal reporting.This dataset is maintained within the HPMS Sections Catalog and serves as the master reference for linking field-collected sample data to the statewide roadway network. The Table of Potential Samples (TOPS) ensures statistically representative sampling across functional systems and area types.The dataset includes attributes such as the reporting year, route identifier, begin and end measures, section length, and sample ID, along with optional comment fields for internal documentation. Data are reviewed and updated annually as part of ITD’s Highway Performance Monitoring System (HPMS) submittal to the Federal Highway Administration (FHWA).
