This dataset contains the Roads and Highways Road Network Linear Referencing System (LRS) HPMS shoulders event polyline feature class which describes the presence, surface type, and usable width of roadway shoulders along Idaho’s public roadway segments as reported through the Highway Performance Monitoring System (HPMS). The data supports roadway design, safety analysis, and asset management activities.
<DIV STYLE="text-align:Left;"><DIV><DIV><P><SPAN>The Idaho Transportation Department's (ITD) Roads and Highways Road Network Linear Referencing System (LRS) HPMS shoulders event polyline feature class represents the physical and functional characteristics of roadway shoulders, including surface type and width for both the left and right sides of the roadway. Shoulder data provides important context for roadway cross-section design, vehicle recovery areas, maintenance needs, and overall safety performance. </SPAN></P><P><SPAN>Data are collected from field inventories, roadway design plans, and pavement management systems to ensure consistency with HPMS reporting requirements. The dataset is reviewed and updated annually as part of ITD’s Highway Performance Monitoring System (HPMS) submittal to the Federal Highway Administration (FHWA).</SPAN></P></DIV></DIV></DIV>
The dataset follows established standards and conventions for logical consistency. All data elements are structured and formatted according to predefined rules, with validation processes in place to confirm consistency and accuracy.

The Idaho Transportation Department (ITD) implemented ArcGIS Roads and Highways in 2018, which is a Linear Referencing System (LRS) that manages road and highway data. It uses a data model with feature classes for routes, centerlines, and events to store and maintain roadway information, enabling accurate location management and analysis.
The Idaho Transportation Department (ITD) first implemented a Linear Referencing System (LRS) for managing road data in the 1970s, which was a mainframe-based system called the Milepoint and Coded Segment System (MACS System). In 2012, the LRS was migrated off the mainframe to Network Manager (NetMan). And finally in 2018, the LRS migrated to ArcGIS Roads and Highways. Editing stopped in NetMan in early 2017 for the migration to Roads and Highways, which is why the earliest "From Dates" on the data layers is 02/07/2017.
