This dataset contains the Roads and Highways Road Network Linear Referencing System (LRS) HPMS median event polyline feature class which provides information on the presence and type of medians for Idaho’s public roadway segments as reported through the Highway Performance Monitoring System (HPMS). The data supports roadway design, access control, and safety analysis by identifying the physical features that separate opposing traffic flows.
<DIV STYLE="text-align:Left;"><DIV><DIV><P><SPAN>The Idaho Transportation Department's (ITD) Roads and Highways Road Network Linear Referencing System (LRS) HPMS median event polyline feature class identifies the type of median separating opposing lanes of traffic along divided highways. Medians improve safety and operations by reducing head-on collisions, minimizing interference from opposing traffic, and providing space for recovery, emergency stops, and potential future lanes. </SPAN></P><P><SPAN>This information is collected from roadway design plans, construction as-built documents, and ITD’s roadway inventory systems in accordance with FHWA HPMS Field Manual coding guidance. Each median is classified by physical type and barrier characteristics. </SPAN></P><P><SPAN>Medians may include unprotected areas, curbed separators, or positive barriers that prevent vehicle crossover. Optional sub-codes describe the rigidity of barrier types (flexible, semi-rigid, or rigid) when that level of detail is available. </SPAN></P><P><SPAN>The dataset supports roadway safety evaluation, network inventory, and performance reporting. It is maintained and updated annually as part of ITD’s Highway Performance Monitoring System (HPMS) submission to the Federal Highway Administration (FHWA).</SPAN></P></DIV></DIV></DIV>

The Idaho Transportation Department (ITD) implemented ArcGIS Roads and Highways in 2018, which is a Linear Referencing System (LRS) that manages road and highway data. It uses a data model with feature classes for routes, centerlines, and events to store and maintain roadway information, enabling accurate location management and analysis.
The Idaho Transportation Department (ITD) first implemented a Linear Referencing System (LRS) for managing road data in the 1970s, which was a mainframe-based system called the Milepoint and Coded Segment System (MACS System). In 2012, the LRS was migrated off the mainframe to Network Manager (NetMan). And finally in 2018, the LRS migrated to ArcGIS Roads and Highways. Editing stopped in NetMan in early 2017 for the migration to Roads and Highways, which is why the earliest "From Dates" on the data layers is 02/07/2017.
