The Idaho Transportation Department (ITD) first implemented a Linear Referencing System (LRS) for managing road data in the 1970s, which was a mainframe-based system called the Milepoint and Coded Segment System (MACS System). In 2012, the LRS was migrated off the mainframe to Network Manager (NetMan). And finally in 2018, the LRS migrated to ArcGIS Roads and Highways. Editing stopped in NetMan in early 2017 for the migration to Roads and Highways, which is why the earliest "From Dates" on the data layers is 02/07/2017.

Certified Public Road Mileage refers to the total miles of improved public roads maintained by local highway jurisdictions—such as counties, cities, and highway districts—Rules Governing the Certification of Local Improved Road Mileage is covered in IDAPA 39.03.47 . Each certified segment is assigned an effective credit mileage value based on its surface type and level of improvement:
0.5 for border-line roads, either City Boundaries or County/Highway District boundary. The total length is multiplied by 0.5 to determine pay-mileage. 1.0 for roads with no border or functional class situations which would stipulate a different calculation than 1 to 1.
