This dataset contains the Roads and Highways Road Network Linear Referencing System (LRS) urban limits event polyline feature class from the United States Census Bureau where every ten years urban growth is reviewed. Approximately two years after the decennial census is conducted, the Census Bureau distributes urban area boundary maps. All cities with population over 5,000 must review the potential census boundary changes and either accept them as is or adjust them for transportation planning purposes.
<DIV STYLE="text-align:Left;"><DIV><DIV><P><SPAN>The Idaho Transportation Department's (ITD) Roads and Highways Road Network Linear Referencing System (LRS) urban limits event polyline feature class represents the urban boundaries which define the edges of urbanized areas, distinguishing them from surrounding rural or natural lands. They are typically implemented as Urban Growth Boundaries (UGBs), a planning tool used to contain urban sprawl by restricting development outside the defined area. UGBs promote efficient land use by encouraging compact, high-density development within the boundary and preserving open spaces and agricultural lands beyond it.</SPAN></P></DIV></DIV></DIV>

The Idaho Transportation Department (ITD) implemented ArcGIS Roads and Highways in 2018, which is a Linear Referencing System (LRS) that manages road and highway data. It uses a data model with feature classes for routes, centerlines, and events to store and maintain roadway information, enabling accurate location management and analysis.
The Idaho Transportation Department (ITD) first implemented a Linear Referencing System (LRS) for managing road data in the 1970s, which was a mainframe-based system called the Milepoint and Coded Segment System (MACS System). In 2012, the LRS was migrated off the mainframe to Network Manager (NetMan). And finally in 2018, the LRS migrated to ArcGIS Roads and Highways. Editing stopped in NetMan in early 2017 for the migration to Roads and Highways, which is why the earliest "From Dates" on the data layers is 02/07/2017.
